Position Summary:

Candidates for the position of Program Counselor must have a working knowledge of addiction, therapy techniques, clinical assessment methods, psychoeducation, and the ability to apply that knowledge in the provision of direct care to individuals. As an essential member of the client’s care team, the Program Counselor collaborates closely with Program Therapists and other clinical staff to provide comprehensive support throughout the course of treatment. The Program Counselor plays a vital role in delivering psychoeducation and holistic activities, helping clients apply therapeutic concepts and prepare to navigate the challenges of treatment and early recovery. To this end, the Program Counselor is empathetic and compassionate, leveraging skills in counseling techniques, problem solving, communication, time management, and professionalism.

The Program Counselor works at the direction of the Clinical Operations Manager to (1) provide evidence-based treatment that is tailored to the clients’ unique needs in Blueprints’ Chapter One program, (2) directly manage a client caseload of two (2) clients by planning and executing tasks related to advancement through the Blueprints program, (3) work closely with Program Therapists and the clinical operations manager to ensure that the client treatment experience is effectively delivered and that progress is being made toward treatment goals, (4) facilitate psychoeducational, experiential, and holistic group counseling sessions, (5) maintain accurate and timely documentation of client interactions and clinical activities in accordance with departmental, program, regulatory and accreditation standards, and (6) complete other duties as assigned by the Clinical Operations Manager, Site Director, Executive Administrator, and Senior Leadership team.

Utilize evidence-based practices in the provision of clinical services in client care, adhering to ethical and legal standards.

Conduct Group Counseling sessions with assigned clients, utilizing evidence-based group therapy techniques to provide a supportive and therapeutic environment for clients to share their experiences and learn from others.

Facilitate Process Group on weekend days when Program Therapists are not present.

Participate in the daily Program Counselor meeting to discuss daily operations of the team, curriculum, prepare for group sessions and discuss individual client needs.

Participate in Weekly Clinical Staff meeting, as well as any other scheduled or ad hoc meetings to conduct client cases conferences, receive feedback, and contribute to the development of the treatment program.

Case Conferences are to be conducted as frequently as is needed and are to be documented in a client’s Case Management notes.

Assist in engaging clients who are struggling to participate in programming and who express interest in disengaging from services against facility advice, collaborating with the Client Care Coordinator, Program Therapist, and other staff, as necessary.

Participate in a formal Case Consult for all assigned clients with other members of the client’s multi-disciplinary care team, which may include Program Therapists, Clinical Operations Managers, Medical, Client Service Coordinators, and/or Case Manager, to discuss complex cases, review treatment plans, and coordinate care.

Serve as the primary clinician for clients on their assigned caseload, including such tasks as:

Conduct Individual Therapy sessions with all clients on their assigned caseload, providing a safe and supportive environment for clients to explore their thoughts and feelings.

Conduct the Initial Family Contact for all assigned clients, unless contraindicated, scheduling and facilitating subsequent Family Sessions with clients and their loved ones, when appropriate, to facilitate communication and understanding within the family system.

Complete ASAM Review Notes and Risk Ratings in a thorough and timely manner, using standardized assessment tools and guidelines to evaluate clients' level of care and their risk of relapse or other adverse outcomes.

Actively coordinate care during a client’s enrollment in Chapter One and ensure, through work with and delegation to Client Services, the continuity of care upon a client's discharge via the Aftercare Plan and Discharge Summary, making appropriate referrals for follow-up care as needed, such as MAT referrals, medical referrals, and psychiatric referrals.

Ensure that the Recovery Plan created with the client by Client Services is distributed to the client along with the Aftercare Plan prior to discharge.

Complete the County Funding discharge process and all associated documentation, as needed for clients receiving funding via County Drug and Alcohol Commissions.

Complete the discharge process for all assigned clients within the client's Electronic Medical Record, documenting treatment progress and ensuring that all required information is included in the discharge summary.

Collaborate with Clinical Compliance, as necessary, to ensure the timely and accurate completion of documentation relevant to clinical activities, which includes, but is not limited to:

Aftercare plan

Discharge summary

Initial Family Contact efforts

Individual and Family session notes

Urine Drug Screen note

Schedule, review, document and interpret urine drug screenings for assigned clients on a weekly basis.

Report inconsistent drug screen results to medical staff, Clinical Operations Manager, and client’s Program Therapist.

Engage in inter-departmental communication with Medical, Client Services, Residential Services, Transportation, Admissions, Utilization Review, Clinical Compliance, and Intakes, as needed, to ensure that clients receive comprehensive and coordinated care.

Participate in monthly Supervision sessions with Clinical Operations Manager, at minimum, receiving feedback and guidance on client cases and professional development.

Participate in training activities as required by Blueprints and as outlined in PA Code § 704.11, to maintain and enhance professional knowledge and skills.

Complete all other tasks as assigned by the Clinical Operations Manager or Site Director.

Qualifications

The qualifications for this role are designed to accommodate two different levels of clinical experience and education, recognizing that individuals may be at different stages in their professional development. Pennsylvania's Department of Drug & Alcohol Programs has established two classifications of clinicians: Counselor and Counselor Assistant.

For Counselor Status:

Current licensure in this Commonwealth as a physician.

A Master’s Degree or above from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a clinical specialty in human services), or other related field, including a practicum in a health or human service agency, preferably in a drug and alcohol setting. If the practicum was not in a drug and alcohol setting, the individual’s written training plan shall specifically address a plan to achieve counseling competency in chemical dependency issues.

A Bachelor’s Degree from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a clinical specialty in human services), or other related field, and 1 year of clinical experience (a minimum of 1,820 hours) in a health or human service agency, preferably in a drug and alcohol setting. If the experience was not in a drug and alcohol setting, the individual’s written training plan shall specifically address a plan to achieve counseling competency in chemical dependency issues.

An Associate Degree from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a clinical specialty in human services), or other related field, and 2 years of clinical experience (a minimum of 3,640 hours) in a health or human service agency, preferably in a drug and alcohol setting. If the experience was not in a drug and alcohol setting, the individual’s written training plan shall specifically address a plan to achieve counseling competency in chemical dependency issues.

Current licensure in this Commonwealth as a registered nurse and a degree from an accredited school of nursing, plus 1 year of counseling experience (a minimum of 1,820 hours) in a health or human service agency, preferably in a drug and alcohol setting. If the experience was not in a drug and alcohol setting, the individual’s written training plan shall specifically address a plan to achieve counseling competency in chemical dependency issues.

Full certification as an addictions counselor by a statewide certification body that is a member of a national certification body, or certification by another state government’s substance abuse counseling certification board.

For Counselor Assistant Status:

A person who does not meet the educational and experiential qualifications for the position of counselor may be employed as a counselor assistant if the requirements of at least 1 of the following qualifications are met. However, a project may not hire more than 1 counselor assistant for each employee who meets the requirements of clinical supervisor or counselor or lead counselor.

A Master’s Degree in a human service area.

A Bachelor’s Degree in a human service area.

Licensure in this Commonwealth as a registered nurse.

An Associate’s Degree in a human service area.

A high school diploma or General Education Development (GED) equivalent.

The counselor that does not meet the experiential qualifications for the position of counselor shall be given a written performance evaluation at 3 months from hire based upon measurable performance standards. Assignment of a caseload shall be contingent upon the supervisor’s positive assessment of the counselor’s individual skill level. If the counselor does not meet standards at the 3-month evaluation, the supervision requirement will remain in place until the standards are met.

Counselor Assistants must provide documentation of work toward achieving Counselor status, as defined in § 704.7.

If a counselor assistant's degree is not in a human service area, then the individual must proceed pursuant to § 704.10(c)(5).
